Medical Officer (HPC/MO 2)


The Centre for Investigation of Sexual Offences and Child Abuse (CISOCA)  of the Jamaica Constabulary Force welcomes applications from suitably qualified applications to fill the following position:  Medical Officer (HPC/MO 2) vacant.

Job Purpose

The incumbent will be trained to carry out proper forensic medical examinations and documentation for victims of child abuse and sexual abuse in accordance with international best practices.

 

Qualifications

  • Bachelor in Medicine and Surgery (MBBS) from a recognized academic University, approved by the Medical Council of Jamaica
  • Postgraduate qualification in Public Health would be an asset.
  • Current license to practise in Jamaica.
  • Minimum of five (5) years experience practising general or family medicine.

 

Responsibilities

Technical/Professional Responsibilities

  • Provides an immediate response to victims/complaints of sexual assaults requiring a forensic medical examination;
  • Provides appropriate medical care, including screening for sexually transmitted infections (STIs), emergency contraception, prophylactic treatment as necessary and advice to complaints;
  • Records details of examinations and provide written reports/advice to investigating officers;
  • Attends Court and gives objective, unbiased evidence;
  • Ensures the proper collection of forensic evidence by performing head-to-toe assessments of victims using a sexual assault forensic examination kit;
  • Ensures quick and appropriate referral and subsequent transfer of patient in emergency cases;
  • Adheres to the protocols and procedures of CISOCA as well as contribute to updating them when necessary through a consultative process;

Management/Administrative Responsibilities

  • Manages the inventory of medical supplies and equipment necessary to carry out forensic medical examinations by initiating the procurement process when required;
  • Establishes protocols for the operation of the medical office;
  • Practises Standard Operating Procedures for the collection, packaging, storage and transportation of forensic evidence in accordance with public health guidelines and rule of law;
  • Assists in the development of guidelines fir key stakeholders such as law enforcement officers, lawyers, forensic experts, etc.,  as it relates to case management;
  • Coordinates data collection and performs analyses of the functions and outputs of the medical office.
  • Ensures the medical team keeps current and adheres to international best practices;
  • Supervises nursing staff and auxiliary staff in order to ensure accountability of access to files and evidence;
  • Supervises the procurement and storage of medical items and files.

Human Resource Management Responsibilities

  • Ensures staff members under supervision have a clear understanding of their job functions;
  • Evaluates performance if staff members under supervision.

Other Responsibilities

  • Performs other related functions assigned.

 

Special conditions associated with job performance

  • Be willing to work shift hours and travel locally.

 

Authority

  • Prioritizes medical emergencies and takes decisive action to preserve lives as necessary.

 

Salary

  • Ranges from $2,167,587 - $2,576,579 per annum and any allowances attached to the post.
